AGM Minutes

Minutes of the Annual General Meeting of the Mumballup Bush Fire Brigade held on Tuesday 13th June 2006 at the Forrest Tavern, Mumballup commencing at 8.00pm

Confirmation of the Minutes of the 2005 Annual General Meeting

The Minutes of the 2005 Annual General Meeting had been circulated. Bruce Marshall proposed to accept the Minutes, seconded by Chris Marwick. The Minutes were accepted unanimously.

Matters arising from the Minutes

Nil.

Correspondence

The Secretary gave a brief description of correspondence and all correspondence was made available to the meeting.

Reports

President

FCO will report further in regard to past season. A very quite fire season thankfully. The last few years had only minor incidents.

The main event for this past year was the construction of the Mumballup Shed and the upgrade of the Noggerup Shed. We thank the shire for their help in applying for the grant and thank FESA for their assistance for all site works eg sand pad, compacting and quotes. This was a quality job. Thanks to all for further work, especially Bernie Rochester for the donation of gravel. Thank you to all who provided equipment. Thanks again to all who attended the busy bee to get the shed completed. We will have an official opening in the spring, inviting all residents and non residents and asking for donations to help complete both sheds.

Thanks to Bob Jeffreys in regard to the shed and obtaining signage for both sites.

Again thanks to all for giving up your time and having equipment available, this has helped to set up our brigade for the future, and with future trainings and training equipment being available.

Noggerup has seen the upgrade of the doors, which has now allowed this to become an adequate facility for our volunteers.

We have enough space to house 2 units at Mumballup and for storage. We may require appointing a maintenance officer who liaises with the captains and other members.

Rob McAndrew asked as to electricity being connected to the shed and having meeting there in the future? Chris advised that it will not happen in the near future, but we are certainly looking as obtaining funding to allow this to happen.

Treasurer

The Treasurer's report was circulated to the meeting.

Ed Croft proposed the report be accepted and was seconded by Rob McAndrew. The Treasurer's report was accepted unanimously.

The Treasurer also suggested investing the excess funds into a term deposit. This will be opened for discussion.

Maintenance Officers

Mumballup - Kevin Giudici

Not a lot to report as it has been a quiet season. There were repairs carried out on the 2-way and speaker. The vehicle was serviced, and has purchased a trickle charger as we have had a few problems starting the vehicle.

Noggerup - Chris Marwick

The portable pump has been repaired. Kelvin McKenzie has the unit serviced. Ed Croft repaired trickle charger as the wires had pulled out.

Fire Control Officer

Bruce Marshall reported that 11 permits had been issued this season and he had had a few enquiries. All permits were collected from Bruce and conditions explained to all. Most permits were for Noggerup area. There were 5-6 call-outs, mainly from lightning strikes, with some being at Ed Valentines, near Chris Marwick's and the Olive Grove. Lowden assisted with the fire at the Olive Grove. Olive Grove to be commended on their maintenance of the property and having equipment and water available. A fire escaped from Bruce Marshall's to the Blue Gums next door (Hilda Turnbull's). The fast attack has been at Bruce's and returned today. We have been very lucky that there haven't been more call outs. There is a problem with the Mumballup unit as it is leaking water, and the hose reel is inadequate. Needs replacing with a better system. The starting system needs to be replaced as having a dead battery is no good when being called to assist with a fire. Also need to check isolator. The Noggerup unit has been used by locals. Chris Fleming reiterated that we need a maintenance officer to make sure all vehicles and equipment are ready to go. The hose reel is definitely a problem. Bruce announced he is finishing as FCO this year. He would like to see more radios in houses. Nigel Thompson suggested a local call card, with mobile numbers as well as home numbers. The radios need to be checked and updated as they are out of date. Bruce pointed out that the reason for CALM radios was because radio system is changing but this seems to be dragging out. We need to write to Bob Jeffreys in regard to the upgrade of radios and when the new system is to be implemented. Bob Greig asked if there were any spare radios to install into houses. Chris Fleming asked for expressions of interest for people to have radios in houses and vehicles.

Chris Fleming moved a motion that the brigade requires a maintenance officer to overseas maintenance of vehicles. Rob McAndrew seconded this motion. Kevin Guidici asked do we really need a maintenance offer or can the captains continue to do maintenance. The reason the maintenance officer is to address grievances in regard to vehicles, equipment and sheds and to delegate and liaises with regard to repairs and service. All major expenses have to go to a meeting before being acted on. All other maintenance arranged as standard.

Chris Fleming was proposed by Bob Greig, seconded by Chris Marwick and elected unanimously, unopposed.

Secretary/Treasurer

Lisa Zacher was proposed by Chris Fleming, seconded by Rob McAndrew and elected unanimously, unopposed.

Fire Control Officer

Chris Marwick to accept on last years AGM proposal, and it was agreed upon. Proposed by Bruce Marshall and seconded by Bob Greig. Chris Marwick accepted.

Kevin Giudici was proposed by Bruce Marshall, seconded by Ed Croft, and elected unanimously, unopposed

Noggerup

Kelvin McKenzie was proposed by Chris Marwick, seconded by Kevin Guidici, Kelvin accepted.
Nigel Thompson was proposed by Kelvin McKenzie, seconded by Kevin Guidici, Nigel accepted.
Kelvin McKenzie withdrew his nomination. Nigel elected unopposed.

Maintenance Officer

Chris Fleming proposed Bruce Marshall, seconded by Bob Greig. Accepted unanimously, unopposed. Chris Fleming stated that the role would be to make sure maintenance is completed, and to manage the maintenance.

Training Officer

Peter Leary proposed by Kevin Giudici, seconded Nigel Thompson, elected unanimously, unopposed.

General Business

As previously discussed, the maintenance of vehicles and the problems that need rectifying.

The Mumballup Shed needs signage and this will be arranged with Bob Jeffreys. All matters arising from the shed will be raised at the opening day.

Rob McAndrew - fibreglass tank to be installed at the Noggerup Hall close to the Noggerup Shed. We require downpipes and need lockable tap. We are also looking at doing the same for the Mumballup Shed. Kevin Giudici to get pipes, Rob McAndrew and Bruce Marshall to arrange both sheds to be hooked up to tanks as soon as possible.

Kevin Giudici asked if we can have another busy bee to do maintenance to the sheds. This will be organised in the spring.

Chris Fleming - great to see new faces at the meeting and we would love to see more people at busy bees and trainings.
